MAO reduces the target's Reaction by 1 and Initiative by 1d6. What happens to targets whose init is already 1d6? Is there init number straight Reaction? Or, rather than removing a die from the roll, do you just roll normally, then roll another die and subtract?

Don't know, but would like to add the Decrease Reflexes spell onto this.
I would roll once for the MAO when it is consumed or used and then apply the modifier to all of the init rolls for the length of the effect.
So it would be -1 to Reaction and then whatever you rolled on the D6 to Init.
If your initiative dice is reduced to 0, you only use Reaction for initiative. If that is also 0, then you are immobile.

Does reaction loss differ if MAO is doing a Great Leap Forward?
Do you get penalties if your opponent is a capitalistic dog?
You get 40 extra dice at -10 to TN for Cultural Revolutions.
But you take D physical, no chance to resist, if you do not Have a Nice Day.
