The Sensitive System negative quality says that it doesn't double losses for Bioware. Genetech says that it counts for Bioware essence. Can a character take Sensitive System and take Genetech without the extra essence hit?

Yes indeed. Sensitive System is specific to Cyberware (and now NanoCybernetics).
