Electric Damage (and, since Arsenal, EMP effects, too) can cause Devices to reboot, malfunction, fry, etc.
NanoWare is protected by the body, sure - but what happens to all that Nanopaste stuff and AltSkin when you get hit by a Taser or HERF?
And, more importantly - what happens when you use your nanite-coated Shock Hands or OrthoSkin Shock Upgrade on someone else?
