Just an idea I think I'll try to run with.

Low point characters going 1 on 1 over IRC chat. Generate your best bum on 150 points, 35 point limit on positive/negative qualities, & limit 8 on availability for gear.

Grand Prize is 1000:nuyen:!
Great Prizes for the top contestants!
All contestants get a free meal! This week is soyfurkey, all you can eat!

At the top of the page under the Dumpshock logo, there is a "Chat" link. Click that. The page it takes you too walks you through some IRC basics.

I think I'm going to have to develop this idea further.

Doing strait 1 on 1 fights just devolves too quickly into dice rolling.

I think I may go with mini scenarios. Two PCs competing in an obstacle course or something like that. A game show/blood-sport sorta thing taking advantage of those that have none.
