Can you use counterspelling against critter abilities like fear and fire breathing?

Purely by RAW, no. It specifically only works against spells.

I've played in a campaign where the GM made banishing more useful by having it usable as a counterspell to spirit powers. I don't know if he intended to apply that to critter powers as well.
