"Astral combat is resolved in the same way as physical combat" (page 315, Core Rules), so yes, even though it is not explicitly stated. If there was no soak roll, then having an astral Body Attribute would be pointless - there are also the adept and critter powers of mystic armor, which provide armor against astral attacks.
