Am I missing something here. I can not find rules for our against, submerging or initiating at character creation in the core rules.
There is one line that has a ect. in it, but nowhere is it given as an option either that I can find.

It is planned for future errata.
It isn't 100% official yet (it may change), but I would count it as official.

Just make up your own mind on this. It's in our house rules that you can initiate/submerge at character creation, if you feel like spending the points for it.
All official rules are only suggestions - it's your gaming table.

Yup, if I was the GM.
I am just still working out char creation per the books. That way I can see what I might want to tweak.
