I understand you're trying to go for the "Uneducated Troll", but with an Log of 2, he's just dim, not mentally handicapped.
Just reread the drake creation rules, bridge is illegal, can't buy additional drake powers at char creation.
One question I have is how big are Drakes?
From the section on "The Practicalities Of Being A Drake" in Howling Shadows, probably not that much larger than whatever their metahuman body is (not counting tail, and maybe wings). Certainly nothing like how dragonborn drakes were portrayed in previous editions. Likely something like Bruce Banner/Incredible Hulk, but on a lesser scale.
