How do I get to pick my own Avatar and add a signature? I can see a lot of people on the forum have them, but it says I'm not allowed to change those settings when I try. Is that something the mods have to do?

I think a recent change was that a new poster has to have 10 posts in order to be enabled for a few things. Recent abuses by online vendors and spammers precipitated this change. Once you have ten posts and have not broken the rules, I believe you will be 'fully functional'.

At 10 posts you move from "New Member" to "Members" and gain the rights to select an Avatar from the library.
At 2,500 posts you gain the ability to select your own title. Prior to that, there are a number of tiers that your title will progress through.

i did not know that . . well, i don't think i will change it just yet.
maybe i'll wait for one or two years and see if there's another title at 10k posts ^^
if not, it will become:"It's over nine-thoouusaand!" ^^

With 0 posts, you won't be able to do much of anything.
It's a protection against PM Spam from bots.

Well I was fiddling around with avatars and settings, are we only allowed to choose pre-set ones? Cause I notice a few people with some different avatars as well.

The people with special avatars got them for being things like moderators, CGL staff or original startup people for DS.
