For me personally, I would say the following:

1. Does the positive quality Magic Resistance add to a characters dice pool on tests against adept powers? They are magic after all.....

Yes.

3.a.1 The parties face is known for his ability to lie, con, cheat, and steal with words, the other characters know this, should the face be penalized when trying to perform his manipulations on them?

[Answer here also references points 2-3 above] Yes. My opinion is social modifiers are highly subjective to GM discretion because there are too many potential factors to comprehensively list.

If you slept with the face in the past and parted on good terms, you’re getting a penalty for holding a soft spot for them due to being on a more intimate basis with them than most people.

If you slept with the face and parted on bad terms, you get a bonus because you’re still pissed off about the whole thing.

If you are sleeping with the face and it’s going badly, you get a bonus because you’re souring on the relationship, unless you’re trying to save it, in which case you get a penalty because you don’t want to make things too much worse.

If you are sleeping with the face and it’s going great, you’re getting a big penalty because yes, she might be playing you, but man she’s good in the sack! What was she saying again? Just smile and nod your head? OK!

I’m being a bit facetious, but the point is the face should absolutely be penalized for trying to manipulate people who know (better than most) that the face lies and manipulates for a living. In fact, they’ve probably had him/her explain some of their tricks, or at the very least, they’ve seen those tricks in action and are better prepared/insulated against it than most.

If Social Skill rolls are handled the same way as say, Combat, according to my principles above, they should be handled the same way in every respect, including the use of adequate and appropriate modifiers in accordance with the specific situation at hand.

4.a In the Game Concepts section (p. 61) Charisma is stated to be "Charisma is a nebulous attribute. More than just looks, Charisma represents a character’s personal aura, self-image, ego, willingness to find out what people want and give it to them, and ability to recognize what she can and can’t get out of people."

While Willpower is "Willpower keeps a character going when she wants to
give up, or enables her to control her habits and emotions. <snip> Willpower also represents a character’s cool under fire, her ability to resist intimidation and manipulation, and her resolve to stick to her guns when the pressure is on."

So why is a target characters Con resistance roll based on Charisma instead of Willpower?

I would suggest it is because Willpower implies an active resistance to a clearly defined object in opposition to you. Con implies the target is unaware there is even something to resist, so they use Charisma, the nebulous catchall social skill instead.

That said, I would allow players to request using Willpower instead of Charisma to resist on a case by case basis.

E.g. If an NPC tries to seduce a PC using Con + Charisma, I would let the PC resist using Willpower instead of Charisma, because they clearly can ‘see’ what they are resisting. In this case, the seduction.

QUOTE (Smilin_Jack)
2.a.1. Guts is the only positive quality that adds dice specifically when resisting social tests, and then only when resisting fear and intemidation.

There are a lot of house-rule and third-party Qualities, and a thread on them a while back.

Hard Sell - 5 points - +2 dice to resist any Con attempt, any Leadership attempt that appeals to ideals, and any Negotiation attempt that would result in the character accepting a less-than-open-market deal. Alterative implementation: double the "unfavorable result" modifiers.

Stubborn - 5 points - +2 dice to resist any social skill attempt to change the character's mind, once they have already committed to a specific belief or action. (cf. the Mountain mentor spirit)

Also, though BBB lists Seduction as a specialization of Con, a seduction is a con only if the seducer is misrepresenting something, and the target will regret it afterwards (or would if they got all the facts; maybe they never will). "I am seducing you out of genuine attraction, rather than some other agenda" qualifies as a misrepresentation. Some seductions, however, are Negotiations.
