I am a huge, huge fan of Skies of Arcadia. I played it multiple times on my Dreamcast. I never have played the expanded rerelease, Skies of Arcadia Legends for the GameCube, however. Is there a ZSNES-equivalent (that worked brilliantly when I played Chrono Trigger on it) that will enable me to play SoA Legends on my PC?

I think there is I came across a GC emulator while lookign for a good PC one to run perfect dark a while back. I never tryed to use it though.

There is one, named Dolphin or Dolwin or something like that. It works correctly, but I'm not sure if it can run the original disks. It might also require a bios, which isn't easy to get legally.
