Well you can do that or bump it up to current day, and instead of the red threat it's terrorists, scesessionist governments etc. Maybe some corporate espionage.

And you'd still have to play up the hush hush angle of it all. And then you could even throw in some very basic drones, GPS, the internet, spy sats etc. But they'd be alot more limited than 2040's- 2070s tech etc.
