Third edition question:
The Combat section shows penalties for actions that require success tests.
The "Ranged Combat Modifiers Table" reflects these penalties but the "Melee Modifiers Table" does not. Is Melee combat exempt from movement penalties?

AFAIK, the same penalties apply to melee but check out the FAQ to be sure, they might have a 'real' answer for you.

Melee is easier to hit. Vision penalties are halved, no range penalties, and I think there are some movement penalties, but not as severe as ranged combat. I may look later, but I think the phrasing of the charging attack should tell you what movement penalties are normally relevant to melee.
