So, base skill rating * 1.5, rounded up or down?

With a skillrating of 3, can I take 2 levels of Improved Ability for this skill?

It's down. You can see that on the example for skill at Rating 7, the max is given as 10 on p. 109. If you would round up, the max. would be 11.
So at skill 3, you can only take IA at 1.
