India's been doing this as well and is pushing itself as a major 'medical tourism' centre only they don't do just cosmetic stuff but full blown surgical procedures as well. Rather than sit on a waiting list or shell out for a private operation you can go to India where you pay significantly less whilst still being treated by first class staff. And then you get to spend your second week of the holiday at the beach recovering and being monitored every so often.
