That ranks right up there with switching to AR mode in the middle of a fight with Black IC so you become immune it even though you've lost the ability to log off. The rules don't explicitly say that you can't do that, but they sure as heck imply it.

My Clarification ( This Doesn't Even rank as a houserule)

Whatever is linked to the skill is what the skill defaults to.

Swinging a sword is Agility + Blades dice.
Blades is linked to Agility by the fact that those are the dice you roll with the skill.
It defaults to (Agility - 1) dice if you don't have the skill.

When you roll Program + skill dice the skill is linked to the program.
In the case of Exploit + Hacking then hacking skill is linked to the Exploit program.
So to default, the runner would roll (Exploit - 1) Dice if he didn't have the hacking skill.

The rules don't explicitly say this is how it works. But they sure as heck imply it.

It certain makes sense to default program+skill but the att+skill unifies the game mechanics better. It would have been nice for them to add that simple sentence.
