No not actually.

They just need to hire a company like "Executive Action", that will take care of the pirate issue.

Unfortunately "Executive Action" was too successful, scared the pants of many governments including the US.

So it was rendered non functional. :(

EO was mainly a government front, and the reason afrika banned such merc groups is that they only served the purpose of war-by-proxy...

from what i understand, its only south africa (the nation) that have banned the existence of mercenary groups. they could in theory operate out of other nations...
