More along the lines of the colour-changing wall thingies in SSG than Ruthenium, really.
If I got these (not that I'm going to) it'd be far too tempting to set them to cycle.

Reminds me more of Photovoltaic Paint from Rigger 3, that lets you change the colour of your car.
