Just in my random work browsing I discovered that the Seattle Department of Planning and Development has their GIS (survey) data freely available via a java utility on their website... not exactly what I was looking for but may be of some use to others... also just a cool thing to do, I know my own state government has all this sort of data and could make it available in a similar way.
