Well for the throwing of gravel you could treat it like a shotgun (the RAW rules) with no plus to DV or even a negative. You'd have a weapon that could wound a few people but normally wont. Gravel would have to be a house rule. Personally, I don't think it fits with my conception of missile mastery. You're supposed to flick coins through people's eyes and do other amazing precision stunts. It's not just about throwing super hard, it's about being super accurate and badass. A handful of gravel wouldn't fit with that, and it suggests that the only boost missile mastery gives is to the power of your throw, accuracy notwithstanding, and I don't dig it. Yeah i was just think if that would work i can see it happening but not as a good way to kill but as a damaging distraction but in a game where a shrunken does (str/2) a weapon that really is just a good way to freak an foe out by chucking a few at them then running in with a weapon i can see gravel doing damage.
