yes, yes, i know, it's not in the engrish version anymore, but in the german version it's still semi there . .
so in SR3 there was this tidbit about a mage not needing a permit for anything magical that was at force <= 3 . .
so with a magic attribute of 3 he would not have to register himself and with a manastatic spell of force 3 he would not have to register the spell as well . . but together it would more or less come out at magic 6 . . so would he need to register his now practically rating 6 magic? and would the aspected mana static somehow benefit from the background count the spell itself created? i am thinking no, but then i remember things like bloodzilla and i ain't so sure anymore . .

Please be aware that aspected background count does not add to your magic attribute. It supplies you with bonus dice equal to its rating. That is a significant difference.

As for registering, I can only imagining that it has to be done if you are a SINner. Yet, I can not find anything in SR4 books that suggests this for any magic rating. The only thing hinting towards it, is the legality ratings of spell formula and foci.
You might be able to purchase licences to perform magic for business.

Technically, the wording is/was Force 3 and above requires registration or is otherwise regulated. Only those Spells, Spirits and Foci of Force 2 and lower are/were not restricted in this manner.

mana static is never aspected, it lowers every ones magic rating. (because its a static (IMG:style_emoticons/default/nyahnyah.gif) )

I'm sure he knows that, considering the first line of the opening post.

The thing is though, that Aspected Mana Static is listed in the tables at the back of Street Magic (but nowhere else), at least the English version, but from the context of the opening post, I assume the same is true for the German version as well.

It is actually listed right next to Mana Static with a complete description in the spell chapter in the german edition. One of the first things we did, was ignoring the entry (before I checked the english version where it does not appear anymore, except for the index).
