Is the Augmented maximum per character based on your actual natural stat or the maximum stat for your metatype. For instance if a human with stregnth 4 were to get some bioware enhancements would the augmented max be 6 or 9?

Maximum augmented stats are based on maximum natural stats for your metatype (+ any modifications based on qualities).

To clarify a bit: Your augmented maximum is equal to your starting maximum, times 1.5. So, a basic human will have an augmented maximum of 9 in all stats. Some things, like geneware, will modify those ratings: for example, the Exceptional Attribute Edge will increase your starting maximum to 7, and your augmented cap to 10.
