I don't actually have Target: Matrix ... but I can't imagine using a decker without Matrix 3.

Matrix contains most, if not all the actual rules for decking, whereas Target: Matrix is more of a flavor-style book. If you don't have access to a copy of Matrix, then that is the book I would recommend.
