I want to know what the maximum skill level is with a Specialization that you can get at Character Creation.

Can you be a little more specific? Do you mean just augmented skill ranks? Then 7 with a quality. On top of that you can have a specialization, and bonuses up to a +50% of your skill, hitting that can be hard or imposable for non-adepts.

Specialization is a Dice Pool modifier, in a similar manner to a Smartlink or Vision Enhancement. It does not actually add to the skill level itself.

In SR4, a specialization is a +2 dice pool bonus bought separately from the skill.

In SR3, a specialization raises the specialization by 1 and reduces the base skill by 1. For example, an unarmed combat skill of 6 with a specialization in cyber-implants would become unarmed combat: 5 and cyber-implants: 7. So at character creation, you can wind up with a specialization 1 point higher than the base skill that you started at. Later, with Karma, you can raise a specialization up to twice the base skill. So to continue with the previous example, if you did not improve unarmed combat past 5, you could improve the cyber-implant specialization up to 10.
