That should be doable in Shadowrun as well.

And what would this be in Shadowrun terms?

Arsenal has a vehicle mod with a gliding fox parachute for descent. Of course, if a single jump is all you need, go for the rocket boosters.

The latter would be a basic vector thrust vehicle... which doesn't seem to exist - there are only heavily armored tanks.

vector-thrust vehicles in SR have always been essentially flying tanks.

If you want a flying vehicle, the Northup Wasp and the Northup Yellowjacket(ARSE pg 114-115) are some copters that could be quite awesome with some rigger modification.

the second one is the flying PMV from arsenal, basically. well, bigger, but otherwise it's the flying PMV.

Is there a reason you can't use the VTOL Lvl 2 mod on a small plane to get a 'skycar'?

While classed as a shuttle helicopter, the Hughes Aerospace Emblem is described as using ducted propellers - and thus, comes closest to a sky car.

Of course, it is neither cheap nor small - though cheaper than any small plan (even before VTOL modification).
