Thermal Dampening armor mod cc p 53 -> What does the x2/x4 availability refer to? Is it armor rating multiplied or armor availability multiplied or what?

That's how I'd read it, Yes. If something had availability 4/24 hours then to get it with the x2/x4 mod would have availability 8/192 hours.
