Why is this modification not available as accessory?

How do you rule This mod is not compatible with the image magnification system accessory. Is it just that the boni don't stack or that if either is installed the other cannot?

Will the mechanic be changed because of the new range penalties of SR4A?

The improved rangefinder is a mod to a smartgun system. As a GM I wouldn´t have any problems with an external smartgun accessory being modded. No idea if that is strict RAW.

Melee weapons can be modded. Like a sword with a personal grip.
