I think it can also mean 'an older male relative' (dad, uncle, etc) or 'just any old guy'. The subtext is usually that they are pretty 'handy' with tools, or some similar 'hands on job' (car repair, painting, plumbing, whatever).

Gaffer's tape isn't the same thing as duct tape. It's a close relative, but is a couple of steps above even high-end duct tape in quality. It's much stronger and more durable than duct tape and has different adhesive that doesn't leave nearly as much residue when it's peeled up (it frequently gets used for taping down cables or marking positions in venues that get upset if you leave sticky goop in their rugs). And I've never seen gaffer's tape in the common duct-tape silver... closest I've seen it get is a flat light grey. It's usually black. Bright oranges and pinks are also fairly common for marking things.

I also suspect that the "duck tape" origin is an urban legend. It's got that feel to it. Snopes doesn't seem to have anything about it, though.

The Finnish word roudarinteippi ("Gaffer's Tape") does mean just your basic duct tape, however.
