Again 5 cops taking down a perp by beating him senseless, is going to demotivate anyone. Or if he breaks his cuffs and does a wild charge at an officer, that is now self-protection. Gun beats muscle any day.

You can also have injector cuffs, which dump your drug of choice into the adept, for the next six rounds.

The neck manacle is obviously connected to something else. I should have clarified that. It would be impossible to remove the neck manacle without breaking it unless your neck is as big as the rest of your head. Let me draw a real world analogy.

Most dogs have collars, but dogs all have difference shaped heads. Greyhounds are notorious for slipping collars because their heads are smaller than their necks. Most other dogs can't slip a collar if it is appropriately snug against their neck. If it's loose then some dogs are capable of slipping the collar because they have room to work it off.

Apply the same principle to anyone who may be an escape threat. You use a neck collar that is snug against their neck, and attach the collar to something that isn't going to be moving with an object that is either very hard to break, or directly attach the collar to the object that isn't likely to be moving.
