When a creature, spirit, meta-sapient, or other being has a sustained power do they take a -2 to dice pools while they maintain it?

For example, a bound Spirit is using Concealment on its master, itself, and it's master's companions. If the spirit is then ordered to kill a group of ghouls, does it take a -2 penalty to all of its actions in the fight? How about a Pixie with its Concealment(Self-Only) power? I would assume that Innate Spell Powers would inflict a -2 if the spell is being sustained, but I would assume that because it is the penalty for sustaining spells.

Not that it would have problems coping with a -2 DP, but how about a Great Dragon with the Metahuman form power?
