Not seeing the 35pnt cap on pos and neg qualities in SR4a. Were they removed?

look at pg 90 limit for Positive qualities (just under POSITIVE QUALITIES) and pg 93 for negative qualities.. (IMG:style_emoticons/default/ork.gif)
