We are (I am) going to modify the board to create a group for new, probationary members. Those members will be allowed to post, but not PM. After ~10 posts then they will be allowed to PM. This should short most of the chaff out of the wheat.

The wrinkle earlier was Apache not killing stale threads. That happened about a week ago.

Actually the outage should be short for this change. No more than a few minutes to edit the board config and bounce Apache. Double that if I have to roll back.
