Does that mean during a con(or any of the other social skills) test with a rating two tailored pheromones I would add 4 dice, since it says it adds its rating of dice pool to charisma AND social skill tests?

No...

it lends its rating to Charismatests AND social skill tests. The sentence is maybe not that clear, but nothing stacks unto an attribute AND an skill in the same test. It just means you can use it when you are using Charisma alone OR when you are using it with a skill.
