Uh, no.

Not just jus solis, anyway.

Tiitle 8 of the US Code is (sometimes absurdly) complex, and immigration law as a whole quite deservedly gets its own special law practice, but US citizenship can be gained either by birth to a citizen or birth on US soil.

IANAL, and even if I were I'm not your lawyer...But it's safe to say that as currently in force, the US uses both.
