Can anyone point me to some reference of how much Freeze Foam I get for my money the table says rating*4?

That gives you a single "Dose", enough to fill a capsule round or grenade for example.

edit: Check p.79 Arsenal for cooking up multiple doses.

So if you put one "dose" of Freeze Foam in a grenade, it fills the blast area of the Splash Grenade. Essentially 10m radius. Yes, it's a lot of space. But that's the area Gas/Checmical, smoke and Thermal smoke grenades cover.
