Just another random thought here. I know one of the goals here was to reduce the importance of Programs but what if Programs gave small bonuses or helped to mitigate penalties for certain actions sort of like modifications to firearms or magical foci. You could even make them with a limited number of uses built in so the Hacker would need to buy or create a new ones more often. This would reflect the idea that security holes are constantly being patched and new exploits must be found. I still like the idea of most hacking being done in the same Skill+Attribute manner as the rest of the game, but I hate to see Programs dropped altogether. This way Programs would still be useful, but more of just an option rather than a requirement.

Its certainly an idea. There was the idea that you'd need to have some programs to perform certain actions (e.g. Trace software to do Traces) but doing it that way wasn't necessary.

But yeah, conceivably they could come back as tools, like medkits etc.
