I'm not near any of my books and wanted to know if a runner can attack someone from the astral plane if the target is not there too. For example, an elven mage see an enemy troll gunrunner and decides to go astral to take him out. The troll is no able to go astral, so would this be legal? Oh the troll is not aware of the elf as he is sitting at a table cleaning his guns.

Nope. He'd have to be astrally perceiving or dual natured.
