I could not find any details on the limits of memory (both Active and Storage) for cyberdeck upgrades. Does anyone know if there are limits (aside from cost obvously)?

SR3/Matrix imposes no limit except the time required for the installation tests [Time: (Memory Size / 200, rounded up) hours].
I suggest implementing the limit on active memory from VR [MPCP x 100MP] to make DECKERS ;) choose their utilities and options a little more thoughtfully.
