Before the shutdown. Deus was running as an AI for quite a while before the shutdown, making banded and drones and such. The shutdown was just when he went overt. He foresaw and planned for virtually everything that happened, right down to getting Aneki brought to him and the mousetrap, and the only thing that he didn't account for was the involvement and subsequent integration of Megaera at the end of Brainscan. Deus knows what you're going to do and has plans for it before you've even thought of your plan.
Deus is a scary mo-fo, and I think the only good chance to stop him is by targeting the Network. Once he's rebuilt, everyone's screwed.

ah, back to dumpshock!
as a GM, it's drek-hard to play as deus, since he's much smarter than you are.....
Bad part: if you do a bad move as deus you play him incorrectly.
Good part: if you do a bad move as him you will be easily able to fix it, he can do very much if he wishes and (I don't know if this is true, but i do it in my games) through some banded that has taken residence in various parts of the city as figures of authority, unknown to all except for deus himself, he can easily pull enough strings to screw you over badly.....
personal favourite: the arch-nemesis of the players, a bad, BAD street samurai, is just a banded, a minion in deus vast army of banded, and he's been bugging them for weeks and nailed everyone in the group with S+3 wound in the final showdown.....
and he's just a worthless minion, sent to bugger you since you foolishly did something you don't know you did, but probably during that short, 8 minute run in the archology.....

the interesting question is: if he is so great, why doesn't he just send 40 medusas at the resistance and rip them all to tiny pieces? 4 medusas can slay more or less any runner group, if played correctly, imagine what a army of one medusa per resistance member (think the Matrix) would do.... sending a "squad" of medusas (4-6) at each camera failure shouldn't be too unreasonable......
then again, as that young leader for the resistance says, he may just be playing with them, practicing his technique and tactics for the guerilla war that mankind will plan... WHEN HE WILL TRULY GO SKYNET! MWAHAHAHAHA! (not really, but that's probably his ultimate goal, going skynet on mankind and slaughtering most of them, leaving only his übermetas left to populate the world.... then again, it's deus i'm talking about... who knows what he wants?)

Deus doesn't destroy the resistance because Deus wants them there in the first place. They don't typically do any real damage to his plans, but they help him smuggle out chameleons (unmarked banded), and I'm sure they're fascinating to watch. The resistance is a tool and an ant-farm for Deus, not a threat.
The only thing that we "know" about Deus' attitude toward humanity is that most of his experiments, when put together to make a big picture, imply that he's trying to find ways to make metahumanity stronger.
I suspect that this is just to use them as tools since he seems to have no regard for personal rights, although it may be that he's doing what he's doing for the benefit of humanity, in a totally utilitarian way.

I think he's just building them as tools to be later used. Things like the Network, drekcetera. The only benefit metahumanity as a whole will gain is if they poach his designs.

His orignal goal was to escape the SCRIE, which he has done. the experiments he was doing was to make sure the (meta)human brain was cappable of having apart of him downloaded into (thus the zombie rooms). I think he demanded totally loyal and did the conditioning because he new humanity couldn't be trusted (just look at what made him become an AI) and he was risking to much to not be certain. As for his goals now, he has none at the minute he doesn't "exsist" and when he finally gets built i doubt "Deus" will exsist even then, alot of Megaera would of been rebuilt, and what you will have is a combnation of the two.

Just hope that with the two of them intertwined, "it" will be alot nicer.
