He'd probably roll at people really fast, then launch himself from the wheelchair with his arms and try to stab them with the penile implant.

Definitively pink mohawkish to the hilt. One very serious problem is that even a 2-feet decorative wall is going to stop him cold. Ladders and several kind of stairs will be unpassable too. And since the heavy lifting in a party is usualy the melee bruiser's domain, who's going to haul his butt ? A paraplegic hacker or rigger can get away with it, but defintively not a fighter, especialy a melee fighter.

That's made even worse by the thrill seeker quality. Any professional will consider this guy as a complete loon who's a danger to have around.

Second thought:
Get that wheelchair smart tires from the "Arsenal".
What, stairs? Won't stop him anymore. (IMG:style_emoticons/default/smile.gif)

And, yes, a little pink mohawk. Would be rather easy to get this guy into a security site without many problems, though. Just modify the katana in a way it can be taken into pieces which look like parts of said wheelchair.

Hm... the one where Wolverine is throwing Prof. X down the stairs?

Minor Issues:
Licenses should be limited to rating 4 too, (Rating*4 Avail.)

Hm... not being able to move your legs for a melee-specialist. While it isn't really described what it "means" not being able do anything involving your legs, i think you might be in trouble with dodging at least and also attacking. As it stand you have to control your drone-wheelchair while fighting (-6 if i remember right) or have IT dodge for you.

I know you will come with: but i will parry, with my ARMS. But really i can't see that working well without at least a moderate modifier. I mean... yeah you are so good you can easily pay for that, but overall you might lose out against non-handicapped fighters of the same skill.

Isn't this the point of being handicapped?
Also, people with these handicaps tend to outgrow them in other places. A friend of mine beats me at Playstation games, with one hand, because he doesn't have another. And yes, he can reach all buttons, and use both analog sticks simultaneously.

I'd actually consider a normal, unpowered wheelchair. The things people do in those are amazing.

While not a popular show, an excellent example of a Non-Handicapped Wheelchair ridden character is Garret from "Ghostbusters: Extreme".

They did show a number of scenes where he was unable to assist due to the nature of buildings in New York, as well, and did so without harshness. (Aside from Garret complaining about "Bipeds", that is.). The lack of character development, however, still annoys me. But, well, it's a Western Animation by Sony, what else does one expect?

Hmm, why make him a close combat kind of adept?
make him a Gunbunny and have him hide weapons in the chair.
like the guy from Aliens Resurrection!
Also: wheelchair == vehicle, so BAM, no recoil compensation problems!

It already has the smart tires - but some stairs will still be of limit - things like narrow spiral stair, or a design that's got too sharp an angle - the chair won't be able to get up them without falling on it's back.

Note on the chair-vehicle : only if the weapon is mounted on the chair. Sure guardq usually don't expect much in the way of weapon mounts on a wheelchair, but it won't take much of a genius to figure something is odd.

Well, if it's bulky enough, have it built into the sides for example.
between your legs and the wheels. under your arms.

Through the power of Duct Tape, you turn a regular wheelchair, a car battery, and a SMG into a motorized wheelchair armed to the gills with assault rifles.

Now that is an idea for a show in the SR world. Junkyard wars, except they have to kill each other with what they build.
