Is it a typo or does an Anti-Theft System 2 do something more than a normal Anti-Theft System?

If I remember correctly, it's a copy-paste error from SR3 where the basic anti-theft system used to come without the electric shock.

If you think your car might turn into KITT, blow that thing up. That AI was well on its way to becoming HAL. I figure it had another dozen episodes, tops, before it decided that it didn't need Michael any more, ran him over, and did its own thing.
