In 2050/60/70, if a deniable asset/covert team is hired to sabotage a rival corp asset, its called a "shadowrun". Now, if a bunch of street kids are covertly hired by Joe from the local bakery to blow up the new McDonalds around the corner.. is it a "shadowrun" ?

I know the concept has its roots at the corporate level and the cold war-like intrigue between the megas, but how far has it evolved and popularized with rest of society ?

You'll find low level folk trying to pass themselves off as badass runners everywhere. That's just how it goes. The big difference between Runners and punks is that runners are the 10% that survive the first year.
