The problem with dealing with everything on a case-by-case basis is the same problem as with corruption - there's no predictability. That a similar situation was dealt with in a manner you would like some time ago doesn't in any way, shape, or form insinuate that your situation won't be dealt with dramatically differently, in the here and now.

Exactly the people who complain about bureaucracy rarely take a good hard look at the alternatives.

The importance isn't in the fairness or how reasonable the rules are its their predictability. Take the example of opening up a Lemonade stand in NYC. It seems totally unreasonable but it hasn't prevented the recent food truck renaissance there. In fact one could argue that by limiting the market to only serious entrepreneurs food trucks become more sound investments because they don't have to compete with random fly by night businesses. Keeping shadow economies from impinging on legitimate business.
...

That all assumes that the government knows what consumers need/want more than the consumers themselves. All it does is keep workers as workers instead of being able to start their own business and those who can't find work from interfering with those already in business. But then of course that's why SR mega's have such large bureaucracies and support big government ones as well instead of kicking the governments out. Well at least much of the time.

Not true, in fact that's what is thought of most. Next of course would be how to get around bureaucracies. Or are you a mind reader? If you base that conclusion on my lack of real discussion on the topic it is because such would be clearly real world off topic, I've tried to skate the line even though others might not.

Kafka should be required reading for any aspiring politician or bureaucrat...and there should be tests!

No, it's perfectly passable. They just won't tell you where and when you can sign up for it, so you can never take it.
