Troll, Bow. 16STR. SR3. Has as his Back-Up-"Weapon" a Netgun.
Basically, he climbs/runs/jumps parcours over the rooftops and snipes from there.
Or shoots with the Net-Gun and hauls in what he hits.

Yes, it's a Ganger-Campaign . .

Absolutely. That's sounds like the framework of a fine backstory.

thing about a troll bow (or any bow for a str 8 char) is going to be huge. It's like carting a sniper rifle around (in every sense, but even quieter). Very conspicuous. I suppose you can have it in broken down version (again ,like a sniper rifle) but then you're hardly using it spur of the moment. Also there is an adept power that blocks arrows isn't there? Not so for bullets. Still trollbow style chars will punch through most foes no problem.

Gotta look in some books when i get the chance, but I'm seeing someting along the lines of the bow from Blade Trinity

Size doesn't necessarily equate to draw weight. I could easily see advances in materials and engineering creating standard size compound bows with 300 pound draw weights.

Or even better. Make the bow abnormously big and it requires two limbs to hold and two limbs to draw the bow.

Just take your average strength 19 troll (metagenic improvement, exceptional attribute and genetic optimization, plus a muscle augmentation and some adept powers) and give him exotic melee weapon (school bus).

Actually this came up because I was thinking about introducing a bow using character in a group in place of a nosferatu mysic adept because I was in a kind mood and wanted to place limitations on myself; those being: 1) No Magic, 2) No AI, 3) No Resonance, and 4) No metavariants/SURGE/ect. The bow came out because I wanted to try and make an augmented human different from the rest of the augmented gun-toters. With these tricks I figured out how to give him a definitive personality without breaking the system (too much...).
