Actually, over the last ten decade, France developed, tested, implemented and is now discarding the entire idea of credstick, except that it was a card (either embedded on bank card or a separate, anonymous, card): Moneo. Germany has a similar tech called "Geldkarte" but I don't know if it had been more successful.

It's implemented in as good as every bank card.
Using it is up to you, you can reload it at ATM's.
