Not sure if this is the right place to ask, but hey.

As hacked up as the Shadowrun licenses are, who owns the rights to Shadowrun films? I.E. who would be the person or company to ask regarding an SR script?

It'd be Topps unless they have already sold them to someone and even if they had they would know who.
