There's a reason T-bird smuggling is so popular, its a fast way to get there and you avoid alot of entanglements. Expense is another matter entirely. Problem areas are low flatlands like Texas, and much of the PCC border with the Azzzies. In Bogata, you have thousands of rivers and creeks to use as roads. But using them effectively requires good planning, high reflexes, and lots of time practicing in a sim.
