I thought attention co-processor did, but I just read it and it doesn't. So, what does?

The only thing that comes to mind is an Adept Power, Multi-Tasking, which gives you 2 Free Actions per Initiative Pass (for a total of 3) when "not directly involved in combat", along with a few other small bonuses.

Anything that nets you an Initiative Pass would qualify, and those are usually better than only getting a free action.

Strictly speaking, those aren't extra Free Actions. Yes, an extra pass includes a Free Action within it, but the idea seems to be being able to do more per pass, not merely having more passes.

You can also trade one or both of your simple actions in for free actions, depending on what exactly you're trying to do.
