feng shui is a net +3 Dice to all tech. skills. this includes any skill that falls under the technical term correct example is hacking/electronic warfare/software/demolitions.

Fairly certain it adds to hardware and software tests to create, but I don't think it adds to the ew/hacking/etc skills for using what youve created. A similar example would be that you get +3 dice on vehicle tests in your house because fung shui. Medical I think I would be allowed, but more +hacking dp is silly. A tm in his own house gets an additional +5 to hacking for minimal costs.
