I could so see this in Shadowrun, and can you imagine some Rigger or Technomancer using this, piloted by thought, letting the arms be free for shooting the hell out of stuff?

Hell yes, that is awesome.
Would be even better if it folded up so you could go on foot as well. From 2008 though, wonder if there has been any updates or an actual prototype. |

Probably not. The designer was mentioned as "college bound" meaning he was still in highschool at the time.

If by "talk" you mean "randomly animating, hard to read, multicolored text" then yes.
